You receive a PDF, it opens fine, but when you try to print or copy text you get “This operation is not permitted” or “Printing not allowed.” This isn't a corruption issue — the PDF has owner restrictions applied. These restrictions block specific actions without requiring a password to open the file. This guide explains how to remove them.

User Password vs Owner Password — What's the Difference?

User Password (Open Password)

  • Required to open the PDF at all
  • File appears encrypted — content is unreadable without the password
  • Cannot be bypassed without knowing the password
  • Used for confidential documents

Owner Password (Permissions Password)

  • PDF opens normally — no password required to view
  • Restricts specific actions: print, copy, edit, comment
  • Can be removed without knowing the owner password
  • Used by publishers to control document usage
The key insight: If your PDF opens without asking for a password but blocks printing or copying, it has owner restrictions only — and those can be removed.

How to Remove PDF Restrictions

Method 1: Free Online Tool (No Install)

  1. Open the PDF Unlock Tool
  2. Upload your restricted PDF
  3. Click “Remove Restrictions”
  4. Download the unlocked PDF

Everything runs in your browser — the file is never uploaded to a server.

Method 2: Google Chrome (Print to PDF)

For PDFs with only print restrictions, Chrome's built-in PDF viewer sometimes allows printing regardless:

  1. Open the PDF in Google Chrome (drag to browser or File → Open)
  2. Press Ctrl+P to print
  3. Set destination to “Save as PDF”
  4. Save — the new PDF has no restrictions

Method 3: Adobe Acrobat (if you have it)

In Adobe Acrobat Pro:

File → Properties → Security tab → Security Method: No Security → OK → Save

Note: This only works if you know the owner password. For PDFs you legitimately own, Acrobat will ask for the owner password before letting you change security settings.

Frequently Asked Questions

Is it legal to remove PDF restrictions?

In most jurisdictions, removing restrictions from PDFs you legitimately own or have permission to use is legal. However, bypassing DRM on commercially published PDFs (e-books, licensed reports) may violate copyright law or terms of service. Always ensure you have the right to modify the document.

Why can't I copy text from a PDF even without a visible password?

The PDF has an owner/permissions password that restricts text copying, even though the file opens normally. This is a common setting applied by document publishers. Removing the restrictions with the tool above will restore full access.

Can you unlock a PDF that requires a password to open?

No — PDFs that require a password to open are encrypted with a user password, and the content is cryptographically locked. Without the correct password, there is no way to access or unlock the content. Our tool only removes owner-level restrictions from PDFs that open normally.
